Inland Regional Center's January 2006 to 2011 In 1993, Senate Bill 1383 amended the Lanterman Act under section 4629 of the Welfare and Institution Code. It required all Regional Centers to develop a 5-year performance contract with input from consumers, families, staff and service providers. For many years, the Department of Developmental Services (DDS) has been piloting a new performance contract methodology based upon a systems reform movement to increase the quality of life for individuals with developmental disabilities. As a result, a new format (measures and methodology) emerged. It includes measures (goals) which have been defined by the consumers and families. They are called “Public Policy Measures” and “Compliance Measures”, which were established by the Department of Developmental Services for administrative oversight. All Regional Centers will be evaluated on the exact same standards. At the end of each year, each Regional Center will receive a report from the Department of Developmental Services. This report will be extracted from data off a client master file indicating whether or not progress above the baseline has been made.
