Inland Regional Center's
Performance Contract

January 2006 to 2011

In 1993, Senate Bill 1383 amended the Lanterman Act under section 4629 of the Welfare and Institution Code. It required all Regional Centers to develop a 5-year performance contract with input from consumers, families, staff and service providers. For many years, the Department of Developmental Services (DDS) has been piloting a new performance contract methodology based upon a systems reform movement to increase the quality of life for individuals with developmental disabilities. As a result, a new format (measures and methodology) emerged. It includes measures (goals) which have been defined by the consumers and families. They are called “Public Policy Measures” and “Compliance Measures”, which were established by the Department of Developmental Services for administrative oversight. All Regional Centers will be evaluated on the exact same standards. At the end of each year, each Regional Center will receive a report from the Department of Developmental Services. This report will be extracted from data off a client master file indicating whether or not progress above the baseline has been made.

We have provided you with a copy of Inland's Plan of Action (the proposed means to accomplish meeting our measures). This plan was developed through a public input process during a Town Hall meeting on July 25, 2005. Subsequently, the Performance Contract Plan was ratified at the November 14, 2005 Board of Trustee's meeting at IRC. Progress Reports are sent to the Department of Developmental Services at scheduled time frames to keep DDS updated on the latest input.
