Becoming An IRC Residential Service Provider

The following information is provided for those interested in operating a residential facility in the Inland Regional Center (IRC) catchment area (Riverside and San Bernardino Counties). Prospective providers are expected to hold a minimum of six (6) months prior direct care experience working with people with developmental disabilities in accordance with The California Code of Regulations, Title 17, Section 56037(b):

  • Attend orientation provided by Community Care Licensing (CCL). All communities in IRC's area must call CCL at 909-782-4207

Example: A "small family home" serves children 0-17 years and the owner /licensee and his/her family live on the premises. A "group home" also serves children 0-17 years but is run by staff. An "adult residential facility" serves individuals from 18-59 years of age. An "elderly facility" is for seniors who are 60 and above.

Call Community Care Licensing to find out when they will offer the particular orientation that you will need to attend.

  • Attend New Service Provider's Orientation offered through IRC. For general information, call 909-890-3090. The fee for the "New Residential Service Provider Class" is $100.00.
  • Obtain and read Title 17 Residential and Quality Assurance Regulations - Section 56001-56207. A copy of Title 17 may be obtained at the DDS website.
  • When selecting your facility, take into consideration that a facility licensed for non-ambulatory residents is more likely to get referrals from IRC than facilities that can only accommodate for ambulatory residents. It is also suggested that you work with the Resource Development team to ensure that the proposed facility meets the currently identified service needs.
  • Complete CCL application process. IRC will only accept licenses which specify that the licensee prefers to serve developmentally disabled residents (Note: Residential care facilities for the Elderly (RCFE) do not have a population identified on their license).
  • Attend and successfully complete New Service Provider Orientation.
  • Submit your proposed program design and a written request to IRC (Attn: Adria Nocera) to establish an approved ARM (Alternative Residential Model) service level. The written request must include a statement of the administrator's qualifications.

Reminder: experience working with individuals with developmental disabilities is required BEFORE participation in New Service Provider Orientation.

Level 2: minimum 6 months experience.
Level 3: minimum 9 months of experience
Level 4: minimum 12 months of experience

  • IRC will review your proposed Program Design within 45 days of receipt (in accordance with the California Code of Regulations, Title 17, Section 56005(3)(b)).
  • Successfully complete the New Vendor/Administrator interview.
  • Successfully complete your on-site facility review and completion of vendor application.
  • Successful completion of all the above does not guarantee referral or placement of residents in your facility (Title 17, Section 54322). The maximum vendored capacity for all residential facilities is four (4) beds per Welfare and Institutions Code, Section 4648(a)(3)(D) and Senate Bill 1038.
