We are excited to share a major milestone in our mission to deliver accessible and inclusive housing for Inland Regional Center (IRC) clients! Opening in early 2025, Covalda Apartments in Coachella, CA, will bring renewed hope, opportunity, and a vibrant sense of community to the heart of the Coachella Valley.
A Vision of Inclusion and Opportunity
This transformative project is a partnership between IRC, the California Department of Developmental Services (DDS), and Chelsea Investment Corporation with funds from the 2021-2022 Community Placement Plan (CPP); this development exemplifies our commitment to creating sustainable, affordable housing tailored to the unique needs of IRC clients.
The Covalda Apartments will feature:
- Six one-bedroom units
- Four two-bedroom units
These 10 allocated affordable housing units provide 14 community beds, serving independent-living individuals and families with a minor or dependent adult consumer. The housing is dedicated to IRC clients for the next 55 years, ensuring long-term accessibility and stability for our community.

A Neighborly Connection
Covalda Apartments is strategically located adjacent to Pueblo Viejo Villas, another multi-family housing project where IRC successfully secured 10 units. To streamline access, clients on the Pueblo Viejo Villas waitlist will receive priority placement for the Covalda Apartments, ensuring continuity and consistency for those we serve.
Meeting Diverse Needs
Eligibility for the Covalda Apartments is based on income requirements of 30-50% of the Area Median Income (AMI) for Riverside County. The property management team will oversee detailed eligibility criteria, ensuring a fair and transparent application process.
These units will serve as a primary residence for individuals receiving IRC services, fostering independence and community integration in a safe and supportive environment.

Adjusting for Progress: Opening Dates
While initially projected for a January 2025 opening, construction delays have adjusted the timeline. The first building is now scheduled to open on February 28, 2025, with the second building following on March 31, 2025. This brief delay ensures that every detail is perfected to provide residents with the highest standard of quality and comfort.
“These delays are minor in the grand scheme of what Covalda Apartments will bring to our clients and their families,” said Amanda McGuire, Resource Development and Transportation Manager. “We’re focused on ensuring these homes meet the highest standards for our community.”
