Upcoming Public Comment Posting for QIP Reporting Measures Informing FY 2027-28 Provider Rates

Dear Regional Center Partners,

The Department of Developmental Services (Department) would like to inform regional centers of an upcoming public comment opportunity regarding the Quality Incentive Program (QIP) reporting measures that will inform provider rates for Fiscal Year 2027-28.

The Department will post the proposed QIP reporting measures on the DDS website on May 15, 2026. These reporting measures will be used for the Fall 2026 data collection activities and will inform provider rates for FY 2027-28. The proposed reporting measures remain substantively unchanged from the current reporting measures with the exception of three changes:

  • All surveys will be conducted at the vendor number level.
  • Supported Living Services (SLS) providers will be eligible to participate in the Prevention and Wellness reporting measure.
  • Some services that were not included in rate reform, and which were therefore previously ineligible to participate in the QIP, may have the opportunity to participate voluntarily in one or more reporting measures.

The public comment period will be open from May 15, 2026, through June 15, 2026. During this time, stakeholders and members of the public will have the opportunity to review the proposed reporting measures and submit comments for the Department’s consideration.

We ask that regional centers please help share this information with providers, individuals served, families, and other stakeholders as appropriate. Once the posting is live, additional information and instructions for submitting comments will be available on the Department’s website.
