On a cool spring day at Inland Regional Center (IRC) headquarters in San Bernardino, something special happened—our community came together once again, in person, to celebrate progress, share knowledge, and strengthen the movement for equity and inclusion. The 2025 IRC Service Access and Equity Conference was not just a professional gathering—it was a homecoming.
This year’s event brought together families, self-advocates, clients, families, IRC staff and partners in a vibrant, engaging day centered on learning, empowerment, and action. Hosted at IRC’s own Conference Center, the space was filled with laughter, learning, questions, and connection—reminding us why this work matters.
A Day of Purpose: Key Topics and Powerful Conversations
The conference offered a robust schedule of panels, presentations, and discussions that reflected Inland Regional Center’s ongoing mission to create a more inclusive and responsive system for individuals with developmental disabilities.
Some of the key sessions covered this year included:
- The Self-Determination Program (SDP): Attendees gained valuable insights into how this program is giving clients and families greater control over the services they receive, allowing for more individualized and culturally relevant supports.
- Enhanced Service Coordination: IRC’s Enhanced Service Coordination (ESC) Unit shared the ways they are identifying and addressing service disparities while providing more intensive, culturally competent support for families who need it most.
These topics weren’t just discussed—they were lived. Families asked questions. Clients shared stories. Providers offered tools. The IRC team, along with our conference partners, created an environment where everyone—from first-time attendees to long-standing advocates—could feel heard, respected, and included.
A Spotlight on Inclusion: The Blue Envelope Program
One of the most memorable moments of the conference was the keynote presentation by Dr. CJ Cook, Program Administrator at IRC, who introduced the audience to the Blue Envelope Program—an initiative designed to foster understanding between individuals with developmental disabilities and law enforcement officers during routine traffic stops or emergency encounters.
“The Blue Envelope Program is crucial for our clients to engage in and make change in the community by having better relationships with our law enforcement partners,” said Dr. Cook.
“This tool can be life-changing. It empowers our clients and educates law enforcement, creating safer interactions based on mutual respect and awareness.”
This presentation sparked important conversations among attendees about public safety, self-advocacy, and how we can work together to ensure that people with I/DD are treated with dignity and compassion in all settings.
Voices That Moved Us: Reflections from IRC Team Members
This conference wasn’t just informative—it was deeply personal. The speakers and facilitators were not just staff members; they were people who care passionately about creating access and equity for every IRC client and family.
Tanialee Sanchez, IRC’s Event Developer Outreach Specialist, reflected on what it meant to see the community so engaged:
“It’s great to see our families, and especially our clients, be part of these panel discussions and overall engage and participate in this year’s conference. Whether you’re in the audience or a speaker, you’re making change by being here.”
Ruth Armstead, Program Manager for IRC’s Service Access and Equity Unit, and the event’s lead moderator and host, also shared her thoughts:
“As I walked around, I saw families engaging—discussing, asking our IRC team and partners questions about IRC, and wanting to learn more about the programs and how they can benefit them. This is the purpose of the Service Access and Equity Conference: to engage, be involved, and learn more as a community.”
Their sentiments echoed throughout the event space: involvement is the key to empowerment. And this conference provided a space where involvement was not only encouraged but celebrated.
