On Tuesday, July 29th, Inland Regional Center (IRC) proudly hosted its second Blue Envelope Program training and distribution event specifically for our Day Program service providers. This follow-up session marked another important step forward in expanding access, safety, and understanding for individuals with intellectual and developmental disabilities (I/DD)—especially in situations involving first responders.
The Blue Envelope Program is an inclusive initiative developed to foster better communication between individuals with I/DD and law enforcement or first responders. The envelope contains critical information such as communication preferences, behavioral supports, medical details, and other insights that help first responders recognize and appropriately assist individuals during high-stress or unfamiliar encounters. It is a practical, person-centered tool that promotes safety, dignity, and understanding.

While IRC has been actively partnering with law enforcement agencies and fire departments throughout the region, these Day Program trainings are uniquely important. Day Program providers work directly with our adult clients every day, supporting them in community settings, skill development, social engagement, and much more. By equipping these professionals with Blue Envelopes—and the knowledge to use them effectively—we are strengthening one of the most direct lines of support in our service system.
This second training built on the success of the first, offering a detailed overview of how the Blue Envelope is used, how to assist clients in filling out the information, and how to prepare for potential interactions with first responders. It also emphasized the importance of encouraging self-advocacy and proactive communication to ensure individuals are prepared for real-life situations.
Provider participation was once again enthusiastic and thoughtful. Questions and discussion reflected a deep commitment to the safety and well-being of clients, and many attendees expressed appreciation for having tangible tools they can immediately implement in their programs. Trainings like these are not just informative—they are transformative.

By partnering directly with Day Programs, we are expanding the reach of the Blue Envelope Program beyond just emergency response—we are embedding it into the daily routines and safety practices of those who know our clients best.
