Inland Regional Center Launches New Mobile IRC to Expand Access, Equity, and Emergency Response Across San Bernardino and Riverside Counties

San Bernardino, CA — Inland Regional Center (IRC) is proud to announce the launch of its new Mobile IRC, a fully equipped outreach and service vehicle designed to bring essential supports directly into the communities it serves across San Bernardino and Riverside counties.

The Mobile IRC represents a significant step forward in advancing equitable access to services, reducing barriers for underserved communities, and strengthening IRC’s ability to respond during emergencies and disasters. The vehicle will be used for outreach, intakes, trainings, community events, and emergency response efforts, ensuring individuals and families can connect with services where they live.

“Access should never be determined by transportation, geography, or language,” said Amanda McGuire, IRC Resource Development and Transportation Manager. “The Mobile IRC allows us to meet families where they are—whether that’s at a community event, a rural area, or during a natural disaster—while delivering services in a culturally and linguistically responsive way.”

Expanding Community Reach

The Mobile IRC will support outreach efforts in lower socioeconomic areas, rural communities, and neighborhoods where families may face barriers such as transportation challenges, work schedules, or limited access to information. It will also play a key role in engaging monolingual Spanish-speaking families, the Deaf and Hard of Hearing community, and individuals who require alternative or accessible forms of communication.

Strengthening Emergency Preparedness and Response

During emergencies and natural disasters, the Mobile IRC will be deployed to support individuals served by the regional center who may be located at evacuation shelters but require relocation to a more stable environment—such as a hotel—due to the characteristics of their disability or medical needs. The Mobile IRC will assist with resource coordination, conduct client check-ins once individuals are relocated, and support community stabilization efforts, with a particular focus on ambulatory clients and those disproportionately impacted by evacuations or service disruptions. This initiative aligns with IRC’s broader emergency preparedness framework and its commitment to an equitable and inclusive disaster response.

Supporting Training and Education

Beyond outreach and emergency response, the Mobile IRC will serve as a platform for trainings, safety fairs, and community education events, including disability awareness, crisis intervention education, Early Start child find and clinical and intake appointments in rural and underserved areas, while advancing collaboration with public safety partners.

The launch of the Mobile IRC underscores Inland Regional Center’s ongoing commitment to inclusion, equity, and community-centered service delivery, ensuring that individuals with intellectual and developmental disabilities—and their families—can access supports in meaningful, timely, and accessible ways.
