Each year, regional centers are required to submit a report on the average ratio of service coordinators to Consumers.  The Department of Developmental Services (DDS) has found Inland Regional Center (IRC) out of compliance with the requirements in Section 4640.6(c) of the Welfare and Institutions (W&I) Code (Lanterman Developmental Disabilities Service Act).  This section in the law requires that regional centers maintain service coordinator to consumer caseload ratios at, or below, specified averages:

  • 1:62 for consumers enrolled in the Home and Community-based Waiver (HCBS)
  • 1:62 for infants/toddlers younger than three years of age
  •  1:66 for consumers who have not moved from the developmental centers to the community since April 1993, and who are not under the age of three nor on the HCBS Waiver.

In the annual report submitted to DDS in March 2017, IRC did not meet the required caseload ratio for consumers enrolled in the HCBS Waiver (1 to 72:5); and for consumers who have not moved from the developmental centers to the community since April 14, 1993, and who are not under the age of three nor on the HCBS Waiver  (1 to 75:6).  (We did meet the ratios of 1:62 for infants and toddlers under the age of three).

DDS is requiring IRC to submit a plan of correction because IRC failed to maintain the required service coordinator caseloads. Ratios were not met for two consecutive reporting periods.

Section 4640.6(f) of the W&I Code requires that plans of correction be developed following input from the local area board, local organizations representing clients, family members, regional center employees, service providers and other interested parties.
