On February 7, 2025, the Inland Empire Caucus hosted its 21st Annual Legislative Breakfast, bringing together community leaders, policymakers, and advocates to hear firsthand success stories from individuals with lived experience. This annual event served as a platform to discuss pressing issues, celebrate the achievements of individuals with intellectual and developmental disabilities (I/DD), and reinforce the region’s commitment to fostering inclusivity and equitable support for all residents.
One of the most impactful moments of the morning was the inspiring stories shared by individuals with I/DD who have made significant strides in their personal and professional lives. These narratives underscored the importance of community support, access to resources, and the empowerment of individuals to lead fulfilling lives.
Tyler Bateman:
Tyler Bateman, Executive Assistant and Ticket Coordinator for the Empire Stryker’s, shared his remarkable journey of creating his dream job. With the support of IRC vendor Anthesis, Tyler successfully completed a paid internship, which led to permanent employment in a role he truly loves. His story is a testament to the power of inclusive hiring practices and customized employment opportunities that align with an individual’s skills and passions.

Stephen Donahue:
Stephen Donahue, Community Relationships Coordinator at 24 Hour Home Care, took the stage alongside his father, Michael Donahue, to share his journey to full-time employment. Stephen, who is supported by IRC vendor VIP, Inc., is a familiar face to many, having previously served as IRC’s Client Advocate for six years, where he proudly led the Client Advisory Committee.

Theodore “Teddy” Leonard:
Theodore “Teddy” Leonard, Yard Duty Supervisor at Coachella Valley Unified School District (CVUSD) and a proud member of the IRC Board of Trustees, spoke about the positive impact of employment and independent living on his life and that of his wife and children. Supported by IRC vendor Desert Arc, Teddy’s journey reflects the life-changing benefits of meaningful employment and self-sufficiency for individuals with I/DD.

Recognizing Leadership in Advocacy
The event concluded with special recognition for Dr. Corey A. Jackson, Assemblymember of the 60th District, who was honored with the Legislator of the Year Award for his unwavering commitment to advocating for individuals with disabilities. The award was accepted on his behalf by Darrell Frye, District Representative.
Local leaders and representatives pledge to uphold the spirit and intent of the Lanterman Act.
The Importance of Advocacy with Local Leaders
Advocacy plays a crucial role in ensuring that individuals with I/DD have access to opportunities, resources, and equitable policies that promote independence and inclusion. Amanda McGuire, IRC’s RDTU Manager, emphasized the power of engaging with policymakers to drive meaningful change:
“Advocacy isn’t just about speaking up—it’s about building relationships with local leaders to create real, lasting impact. When we share the successes and challenges of individuals with I/DD, we pave the way for policies and initiatives that foster greater inclusion, accessibility, and empowerment.”

The 2025 Inland Empire Legislative Caucus Breakfast was more than just an event—it was a powerful reminder of what is possible when individuals with I/DD are given opportunities, resources, and the right support to thrive. Through programs, partnerships, and legislative advocacy, the Inland Empire Caucus continues to pave the way for a more inclusive and equitable future for all.
