Guidance Regarding Alternative Service Delivery (ASD) for Day Service and Transportation Vendors

Hello Day Service and Transportation Vendors:

The attachments are being offered by the Department of Developmental Services (DDS) as a guide for use in discussions regarding Alternative Service Delivery (ASD) and Traditional programming.  The letter states that DDS wants each client receiving ASD programming to have a discussion with the vendor, the service coordinator and the other vendored service providers for each client (residential facility and transportation provider, as examples) by November 1, 2021.

In reviewing the Engagement Guide that is attached as a sample for the discussion, it is clear that a majority of the guidance has been addressed in the Reopening Tool that all day program and transportation vendors have submitted to IRC.  The other portion of the guidance serves as an example of questions to ask regarding the assessment of ASD or Traditional programming, of which many clients already have discussed in the form of the Interdisciplinary Team (IDT) meetings that have already taken place, in many instances.

We are not going to ask that another IDT meeting be called, if one has already take place.  If a meeting has already taken place then as the day program and transportation vendor, please ensure the following:

  1. Document the IDT meeting to include the date of the meeting, the participants and the client’s input.
  2. If the Individual Service Plan was adapted or changed in any way, as a result of the meeting, please ensure that the Inland Regional Center (IRC) Service Coordinator receives a final copy of the plan.

If a meeting has not already take place, please ensure the following:

  1. Make sure you have an IDT meeting to discuss ASD programming before November 1, 2021.
  2. Invite all client service providers and the IRC Service Coordinator.
  3. Document the IDT meeting to include the date of the meeting, the participants and the client’s input.
  4. If the Individual Service Plan is adapted or changed in any way, as a result of the meeting, please ensure that the Inland Regional Center (IRC) Service Coordinator receives a final copy of the plan.
